Notice on the Use of Starlink on Japanese Flag Vessels

Thank you for your continued business. Starlink, a satellite communication system, is increasingly being adopted by various maritime companies. However, there are some points to note regarding its use on Japanese flag vessels (including domestic vessels), which are summarized as follows: (1) Usage Restrictions on Japanese Flag Vessels As per the Japanese Radio Act, "non-geostationary satellite communication systems" like Starlink are "restricted to communication within Japanese territorial waters". Consequently, the use of Starlink on Japanese flag vessels outside Japanese territorial waters is currently interpreted as “illegal”. Please be aware of this point. (2) Anticipated Legal Revision On December 25, the Japanese Ministry of Internal Affairs and Communications announced a draft ordinance to amend certain examination standards related to the Radio Act. With this revision, it is anticipated that the use of "non-geostationary satellite communication systems", including Starlink, will be permitted outside territorial waters in 2024. This is expected to impact other Low Earth Orbit (LEO) services as well, with services like One Web and Amazon Kuiper also likely to follow suit. (3) Public Comments Solicitation by the Ministry of Internal Affairs and Communications In relation to this legal amendment procedure, the Ministry of Internal Affairs and Communications is soliciting public comments. We encourage maritime companies operating Japanese flag vessels to take this opportunity to submit their opinions.
